You can't have it both ways Pat ... you can't give God credit for creating the mechanisms of weather, and simultaneously say God is locked into those mechanisms and will ignore the plight of his worshipers if they build in the wrong place and don't pray hard enough. Why does God need to be asked to divert storms of he is aware of his worshipers in towns where churches were built to Him? If God is omnipresent and omnipotent then he knows where the faithful live and can prevent a devastating tornado from wiping out their towns ... otherwise he is either disinterested in the plight of his followers, or, worse, petty ... if lack of the proper amount of prayer causes Him to allow his worshipers to be devastated.
Frankly, I'd stick with the science behind the weather (Robertson actually seems to have understanding of that) and leave God out of it ... it hurts the brand if you consider things too deeply.
