Every worker ultimately decides how much effort they put into a job, the employer is always out of that loop. Every individual brings unique talents and skills to a job site, but how much of those skills the worker taps into depends on the compensation. Everyday a worker, who is closer to the process than his or her manager, sees a way the process can be improved, but when it comes to sharing that information with their employer they make a conscious decision not too under the "I'm not paid for that" construct. In America, a Capitalist Society, every human interaction is ultimately transactional by design. I give you this because you give me that. Everyday the stinginess of employers in paying their staff undermines their business. Everyday a worker shrugs off an obvious area of improvement with the incantation "It's not my job."
In this instance in the US you truly get what you pay for.
