This is really a story of the quality of humanity more than anything else. Base human beings, whatever their economic or social stature, will be attracted to opportunities with the least restraints that yield the most gain ... whether that is in the area of narcotics, prostitution, arms dealing, human trafficking, gambling, politics, banking or investing. The only way you prevent the id of base human beings from destroying economies and societies, and thereby ruining lives, is to build constraints into the fabric of the social contract that limit the damage that base human beings can cause and and punish them harshly when their infractions result in misery for others.
To avoid implementing such restraints on toxic behavior paves the way to Anarchy not Freedom.
