What this means is that our global competitors will be able to attract American Scientific Talent to their countries. Science is a quest for knowledge, and just because the United States retreats into ignorance doesn't mean that quest for knowledge ... with American participation ... will end. The losers will be the American People, who will watch innovations and opportunities blossom abroad that should rightfully be occurring at home.
