Here is the cute little clause in EO12333 that opens Pandora's Box to any kind of murderous mischief and mayhem the CIA wants to engage in:
2.7 CONTRACTING
Agencies within the Intelligence Community are authorized to
enter into contracts or arrangements for the provision of goods or
services with private companies or institutions in the United
States and need not reveal the sponsorship of such contracts or
arrangements for authorized intelligence purposes. Contracts or
arrangements with academic institutions may be undertaken only with
the consent of appropriate officials of the institution.

The CIA is prohibited from doing a great many things ... including assassinations ... but the Contracting Clause allows the CIA to hire private sector "services" to handle such activities that provides the Agency with plausible denability.
The Drone program is remarkably transparent under the circumstances.
