I wouldn't be surprised if voter disenfranchisement is behind the drug war felony convictions, which effect minorities and the poor predominantly. No better way for Republicans to leverage the electoral game to their benefit than by taking the voting rights away from groups that tend to be politically hostile to them with felony drug convictions.
