Come on ... let's be serious. Business is sitting on the money for two reasons.
1)There is no demand. It is pointless to invest or hire if you have no customers, and as long as Americans are unemployed or have friends and loved ones who are they will remain on the sidelines as consumers.
2)Business sees the state of the global economy and remembers vividly what happened in 2008 when the credit markets froze up and they didn't have access to to cash to meet their operational expenses. The also know that the political climate has changed and extreme measures to bail them out, as occurred in 2008, are unlikely. Business needs money in the mattress to weather the storm or they're done.
