Best way to get all Americans voting ... and all Americans SHOULD BE voting ... would be to tie it to their tax rate. Across the board the tax rate for nonvoters is raised 10%. Property, Sales, Income ... name it. Anyone who tries to inhibit voting gets hit with a 15% tax increase for 20 years ... no jail time. The goal should be to ensure 100% participation in voting by Americans. It will remain optional, of course ... but to not vote, or to interfere with the vote will hit the citizen on their bottom line.
