Mr. Kusnetz, the following provision within Executive Order 12333 may create a wall that inhibits discovery of whether or not the forgery was initiated by the White House or the CIA.
"2.7 Contracting.
Agencies within the Intelligence Community are authorized to enter into contracts or arrangements for the provision of goods or services with private companies or institutions in the United States and need not reveal the sponsorship of such contracts or arrangements for authorized intelligence purposes. Contracts or arrangements with academic institutions may be undertaken only with the contract of appropriate officials of the institution."
If the CIA and White House decide to classify outsourced forgery being created for - authorized intelligence purposes - then good luck getting to the bottom of the story.
When in 1981, William Casey steered Reagan into privatizing the CIA through Executive Order 12333, a Pandora's Box of off the books Intel Operations were made possible, and plausible deniability for the activities of the CIA and President, assured.
Without an insider from the contractor providing evidence, the story ends ... and, my hunch is, at this point, a Quija Board is probably the best way to communicate with Habbush.
